Any principal that the Treasury borrowed from the OASI has never belonged to the taxpayers. The beneficial owner of the OASI is those employees that contributed enough to qualify for SS benefits. If OASI never existed, the Treasury would have simply borrowed from someone else and the 'public debt' (as defined by you and CATO) would have been equal to the current 'public debt' PLUS the amount of GAS sold by Treasury to OASI. When OASI is depleted, the 'public debt' amount will be equal to what it would have been if OASI never existed. So... in the end the OASI lending and redemption of GAS will have had zero effect on 'public debt' -
