Non O visa issue

Hi all my friend in SiSaKet had been doing his yearly non o visa extensions(retirement) at the office in SiSaKet for some years without the cash in the bank. Found out today that it can't be done there anymore. Been advised to go to Pattaya. Does anybody know of a reliable agent that can help him out there?
