I have never heard of any contract which limits the number of users connected to the router. I wasn't aware it could be done. Which is your service provider? I'll make a point of avoiding it.

Why up to 9 users, this makes no sense but am keen to know how TOT impliment this.

Must be a setting  within the router.

I live rent free here in Pattaya as I'm I'm now 80 years old I rarely frequent bars and I don't chase pussy. I have a fridge full of food, I drink 2 large bottles of beer daily.
