The tourist policeman with the white crocs, looks well out of place in that photo.

It is as if someone has told a passer-by to put on the uniform for the photo op.

He appears to be a non badged member as well.  Looks a big shy/shady... Not sure which.

there's a bunch of very long-overstayed farangs in Cha-Am  doing summer camps and they are not from Africa, Middle East or some exotic places. Really don't care = 500thb and problem solved.
