Secondly I am being requested to make an international Toll Free call to the Unted States, again has anybody done this and confirmed they weren't changed?

 Calling a US Toll Free number from Thailand is not toll free. The toll free only works when calling from within the US. You can call from Thailand but it will be a regular long distance call.

 

I call my US Credit Union's toll free number occasionally. I get a recording that it IS NOT toll free before the call goes through.

Is that a international toll free or domestic? 

I've never seen a toll free number in Thailand, please send an example. 

 

If there is such a thing, try a phone box, not your mobile phone. 

 

In Australia we have 1800 (free call) & 13 (local call) but not when calling international.

i use skype on my desktop or laptop called dozens of toll free in us and canada

doesnt work on mobile app

There's lots of free VoIP services in the US that you can use to call a US toll free number. I use google voice for example. There are lots of others but you will need to do the reading.
