Car parking at central festival pattaya?

My personal experiences with car to Central are from Udon Thani and Khon Kaen. Udon Central parking on a weekend. Absolute No-Go for me.

Well the discussion was about the car park......does that make you wait until 11am like the main part of the Mall does? I have a recollection of waiting there once... these days I park in Big-CX, opens early.

I went there for the first time on Saturday night.  It was unbelievably complex with queues of traffic following attendants with illuminated signs.  I eventually found a spot 3 or four floors up.  Once inside it was like a ghost town.  (The Indian restaurant, 'Chutney' was excellent.)

I once spent 60 minutes trying to exit the Central carpark - at that point I found a place to double park, and went for a coffee and nicotine.  Returned an hour later and nothing had improved. Another 30 minutes before I got out.

 

It was a holiday weekend before the Mexican beer crisis. I was on Level 5. One hour felt like a week. Crawling forward at a meter a minute, mayhem ensuing in front when somebody exits a park and the guy that wants that park doesn't have the room to manoeuvre.

 

Cars double parked. Cars entering the queue from lower floors adding to the congestion. The muppets at the entrance allowing more and more vehicles to enter the fray. If I had to guess I'd say the occupancy rate of parked and unparked cars was probably around 300%. 

 

The Missus' solution was to join the Central Festival Members Club. They get reserved parking on level 3 and there are always empty spots.  Exiting is much quicker on busy weekends.

Up in Udon Thani, there's a reserved parking area that's manned by guys who will move barriers that have pictures of a Central "T1" MasterCard so assume it's some membership privilege? The cars don't appear to have any visible window decals to identify them as qualifying, but they do tend to be newer, high-end marques with the usual smattering of Lao-registered SUV's.

 

If membership involves paying money to Central who I never buy anything from (I use Tops and the Royal Farm shop in the basement and sometimes the bank), I am happy to use the free 45-minute "express" parking at the far end. There's absolutely nothing in Central to entice me to stay longer... although the stunning, Hokkaido Ice Cream Cake girl had me pushing that envelope once.

I recently got approved for a T1 "Luxe" credit card... the VIP parking is handy.

      Yes, and that is his opinion based upon his general views. He is not aware of the actual events and is assuming that there were mass civilian casualties when there were not. One of the primary tenets of International Humanitarian Law is the rule of distinction. There is a distinction between civilians and civilian objects , and combatants and military objectives, so as to protect persons not taking part in the conflict. Civilians must not be be deliberately and indiscriminately targeted, and to do so is a war crime. Ok. What Nice did not acknowledge or seem to understand is that the pagers were intentionally supplied to Hezbollah military managers/fighters/leaders. Associated with this is a ban on indiscriminate methods of warfare, such as blanket bombing as seen in Syria when the Russian airforce leveled some Syrian cities. It bans the type of rocket and missile salvos that Hezbollah launches against Israel on a daily basis. The pager event was a directed targeted operation, specifically targeting Hezbollah fighters. there was no mass attack on the general population. Equally important is the principle of proportionality. Proportionality requires that when estimating the civilian deaths or injuries from an attack on a legitimate military target, the harm caused cannot be excessive (disproportionate) to the concrete and direct anticipated military advantage to be obtained by the attack. In other words, if the harm to the civilians or civilian objects is deemed too great or excessive to the direct military advantage anticipated, the attack should not occur. The pager event was targeted and minimized civilian casualties. Despite claims of 2 civilian casualties, no evidence has been provided by Hezbollah. Just as soon as they can find someone that can pass for a pager casualty, they will provide photos. Hezbollah is probably looking for a child that was mangled in a car accident of house fire that it can pass off as a casualty. Perhaps it is time to check back with Mother Russia for new instructions.

      What does he say about the indiscriminate Bombs that Hezbollah have been sending to Israel this past year plus , bombs that forced Israelis to leave their land ? Indiscriminate bombing . The Israel phone bombs targeted terrorists , members of a terror group . What are the actual laws that state that you cannot kill an enemy combatant if he isn't combatant at the actual time ? Can you only attack the enemy during working hours or something ?

Hezbollah militants are not civilians. - Nice is well aware that civilian casualties are acceptable in a time of war. There were almost no civilian casualties and the targeting of Hezbollah command and control structure is a legitimate target. - Nice is claiming civilian casualties in large numbers do not support the incident. The balance of injuries were sustained by Hezbollah male militants. - Nice goes off on a tangent referencing schools and hospitals being struck. Putting aside the fact that Hezbollah and Hamas use schools and hospitals for military intent, as control centers, barracks and munition dumps, that is not the case here. - He then goes off and claiming that Lebanon should pursue this by the ICC. Cute. He ignores the fact that Hezbollah is a state within a state and does not recognize the government of Lebanon's legitimacy and is of the view that Lebanon should be reunited with Syria. Hezbollah would have to agree to Lebanon's legitimacy and agree to follow Lebanese law and jurisdiction. - And his insincerity doesn't stop there.
