Can you tell me under part of the Constitution it is allowed for a President to subdue rioters outside of Washington DC?

The moment Trump knew he's been struck probably, given the circumstance, by a bullet, is when said bullet struck him. Prior to that, he was not aware of the shooter firing at him from 300 meters away.Therefore he did not "evade," or tried to, ie "dodge" (see transitive 1) a bullet. Itn fact it struck him in one ear, blood all over that side of his face.

Putin was elected, popular and in his first terms he did well. He also said in 2000 that Nato isn't a threat for Russia and that Russia is part of an European culture.
