Traffic cop scenario-anything wrong with it?

Side street near school, busy, 2way, parking allowed one side only alternating each day. Traffic cop on motorcycle pulls up beside two cars illegally parked, flashing light, walks to first car, stern conversation with driver inside “can’t you see traffic backed up because of you stuff”, driver apologetic, wais etc, takes off. 
Second car, unoccupied, cop writes a ticket, places on windscreen, pulls out a wheel lock from his bike case, puts it on, on his bike, speeds off. 
I saw at least two things he did countering what a traffic cop is meant to do. 
can you think of some?

Where did you get your copy of the RTP policy and procedures that tells officers what they are "meant to do" [sic], or are you assuming that other countries' laws apply here?

1. Failed to collect any tea money.

2. Forgot to pick up some donuts for the boys back at the station.
