I live on Ratchada Road in Bangkok and there is a muffler-less motorbike going past every few minutes all through the night, every night. I am sure these are not just Brits but mostly Thai. Police never seem to do anything about all these nuisances.

Your argument is that no action should have been taken because some Thais  may or may not drive around without a muffler and it is weak.  Another wrongful act does not excuse intentional dangerous activity.

The drivers were not just making noise, but driving like idiots scaring people. The cops could not get them for that because they did not see the wrongful activity occur, but they could get them for disturbing the peace.

Further, they are visitors to the LOS, seems obvious they would know what polite / appropriate behaviors  and what boundaries exist when in another country. 

 

And most folks (with even a little common sense) would have some thinking that they don't know what punishments might occur for stupid behaviors, so best to behave.
