That is a remarkably simple question to answer.

 

The law is remarkably clear.

You are required to notify the pension office if you do not live in the U.K. it is an offence not to inform HMDWP (this is a crime)

If you are not resident in the U.K. you do not receive state pension increases

A few countries have treaties that override this.

 

If you do not like the law then do something about it, complaining in an overseas forum is a remarkably ineffective,

probably useless action

You do not seem to understand that the state pension has no direct connection to the National Health Service.

I know that the Philippines has an agreement on state pensions. I have no idea if the NHS has any reciprocal agreement with them.

 

My knowledge of the Philippines is restricted to the fact that the diving there has the largest numbers of marine species in the world (FWIW Normoxic Trimix & MSDT max depth 72 metres ) and is one of the most interesting and can be extremely challenging. That along with some general knowledge of a very few places puts into a category of places that I am unlikely to want to visit until I need to become non tax resident in Thailand.

 

You keep banging on about healthcare as if it is linked directly to pensions and as if you should somehow have better treatment than the native population. Do you actually live in Thailand? Would getting the exact same 30฿ treatment be something you would want? As that would be what you would get if Thailand were linked to the U.K. healthcare system the Thai public hospital waiting lists may possibly be better than the NHS but probably not., the waiting conditions are certainly very different.

 

TLDR HMDWP is not the NHS different agreements exist, different conditions apply.

That’s just how bureaucracies work here. If you’ve dealt with Thai financial institutions, you’ll know they like to give you a blank form and then fill in the Thai parts themselves.

 

It’s as informal as most processes you’ll come across here. falangs like us can only trust them and go along with it. Unless you plan to close your account or leave, there’s not much else can do.

Your experience mirrors mine and others I know it's counterintuitive to a Western mindset but if the <deleted> does hit the fan it's going to cover lots of us.2 friends of mine did the self certification today just like you describe.

FYI, in the last 6 months I have opened or changed accounts with ALL major banks in Thailand, and with EVERY one of those banks I had to sign the papers that are now emailed by Kasikorn.

And as I already posted earlier, Kasikoprn call center told me that if you opened an account AFTER April 2023, you would not receive the email, because you would have signed those documents already at the time you opened the account

If it is assessable then it is potentialy taxable.  The OP appears to think that ONLY money earned in Thailand is taxable, which is 100% incorrect.
