Without launching investigations every time into every similar property transaction how are the staff in the Land Dept. supposed to know the status of the Thai partners on the legal documents presented to them?

No, that does not seem to be the case at all, the Thai nominees are being investigated also. Nowhere has it been reported that they have been given immunity for their illegal involvement.

The Ministry of Commerce needs to work with the Lawyer's Council of Thailand. The Committee of Professional Ethics must now include a new regulation to suspend the practicing certificates of errant lawyers involved in registering such companies. The lawyers are the ones touting the "loopholes" when there is no loophole to begin with. 1 2
