I thought the Thai police had those pitchfork type things that they use to herd unruly prisoners into submission.

 Maybe he had a few too many, but. after those two New Zealand guys attacking the cop in Phuket, they might want to punish him a bit more severely to discourage it happening again.

Thailand has established an OLOA (open legs, open arms) policy with regard to Russians and as a result they have invited in tlsoke of the lowest quality tourists on the planet, in addition to a percentage of Bratva and criminals. This kind of thing is to be expected, it's also very possible that Putin has cleared out the insane asylums and sent those people to Thailand. It would be very much like him to do something like that.
