This issue comes up in my building every December when it's cool and people like to open their windows. There is not much you can do about neighbors acting within the law and rules of the condo. By mid-January everyone will have their windows and doors closed and the AC on. Problem solved 🙄

As an ex-smoker I'm not bothered by cigarette, cigar or pipe smoke. In your case, given your sensitivity, you should surely have checked the regulations before moving in to the condo. Now you either have to put up with the smell, or move

There’s no regulation in this condo about being  smoke free but wouldn’t one be more considerate of their neighbors if they are living in a condo instead of a stand alone house?

Ask him politely to smoke a brand you like to smell or to reduce smoking on defined hours.

Or move out
