Exactly,, and so many think the same way. You don't touch anyone without their permission, period. That attitude shows how he thinks, especially about women, and the only way he might learn is to be made an example of. He's already 31, so his character is already in place, but being prosecuted might make him think twice the next time, which will undoubtedly happen.

So if someone was to slap him in the face with a clenched fist, could they just say they didn’t know assault was illegal and they’ve done it many times?

His ignorance, pride or stupidity prevented him from simply saying sorry and now he will face the consequences! Hopefully. 

This is entitlement defined!. A superior male who’s above women and the law!

And not to disagree, but I believe the saying of low hanging fruit  applies here. Easy to identify and to apprehend. Easier to extract a guilty plea and financial settlement from a foreigner subject to time constraints  compared to a local who is  probably in debt and couldn't care.  And a convenient opportunity to make a public specttacle of this. And to add to your list, if only they showed as much  diligence in pursuing rapists, child abusers and domestic violence perps.

I'm saying that if he knew that all he had to do was apologise, it seems likely that he would do that, rather than allow it to escalate. So perhaps he was scared of going to the police station. Maybe his words came from not wanting to attend. Bravado, but fearful.

Either way, still an arse.

Maybe. Sometimes they have been getting away with  bullying for so long, that they think they are untouchable.

True. The best way to stop this kind is being caught in the act by a husband or boyfriend. Punishment swift and just might make others think before they try the same action. A Wai and a few hundred baht doesn't do it.

Police arrested a Polish man at his condominium in Bangkok for spanking a Thai woman’s bottom in a convenience store. He claimed he was unaware that his actions were illegal and stated that he had done the same thing to many women before.

 

The Thai woman filed a complaint with Tung Maha Mek Police Station after being assaulted while picking products at a convenience store in the Sathon area of Bangkok on Sunday, January 12. The foreign man approached her from behind and spanked her on the bottom forcefully before walking away.


The victim said that she initially thought her friend was playing a prank on her and turned to check who it was. She was shocked to find that the person was not her friend but a foreign stranger.

 

Other customers in the store, as well as the staff, stared at her as though they wanted to blame her for the assault. She felt embarrassed and immediately left the store. After consulting with her family, she decided to take legal action against the foreign man.


The victim added that she did not want any compensation from the foreign man but wanted him to apologise for his actions and to refrain from repeating the sexual assault towards anyone else.

Based on CCTV footage, police successfully identified the foreign man as 31 year old Polish national Piotr. Officers contacted an agent of the condominium where Piotr was renting and asked them to inform the foreign man of the legal consequences of his actions.


 

A summons warrant was issued, requesting that the Polish man come to the police station to apologise to the victim. However, he did not comply and told his agent…
“I did not spank her hard. I’ve done this many times before in nightclubs and no one complained. I didn’t do anything illegal. This isn’t a criminal act at all. Why should I be punished? The police can do nothing to me and I’m about to leave Thailand.”

Following the Polish man’s excuse, the victim decided to pursue further legal action, leading police to raid the condominium and arrest Piotr on January 14.

 

The foreigner was charged under Section 278 of the Criminal Law: sexually assaulting a person aged over 15 years old. The penalty is imprisonment for up to 10 years, a fine of up to 200,000 baht, or both.

It seems he got a little overzealous or had too much to drink, but there’s no excuse for such behavior—it’s sexual harassment and assault. Actions like that are not just irresponsible; they’re outright unacceptable. He should take a moment to reflect: if he had a daughter, would he want her to be treated that way?

That he doesn't know their is a time and place for this sometimes.  That he thinks he's above the law. A foreigner and entitled to go around patting unknown women's butt's.   That after being reported the Police will just say ah another crazy foreigner.

Where can I go to complain? On numerous occasions, walking around Nana, Soi Cowboy, Bintabaht and Soi 6 Pattaya I have been groped by Thai ladies from refreshment establishments.

That aside the way the police handle this visit is dishonest and shady. Maybe the light blurring of the suspects face means they can do as they wish with the footage.

Ironically PDPA is Personal Data Protection Act.

Seems to be the modus operandi for this division of the police. Film it and sell it to news outlets.

What you might have done in a bar as a prank may go without concern, however do the same thing in a convenience store to a complete stranger and you will get a different reaction, also challenging the RTP will get you no-where fast.
