Is there an attic? A radiant heat barrier is much more effective than exhausting the hot air. That's the standard construction technique in the hot southern US states now. Also remember if you make holes in the wall you'll let in bugs and potentially rodents.
Pretty sure a lot of people would do 4 years in jail for a few million if you asked them.
4 years is a complete joke of a sentence, meanwhile people who actually need benefits are refused on the most petty reasons and spend years going through the system fighting to get it.
