A motorcycle can be considered using a deadly weapon during the commission of a crime. This changes it from a robbery to an armed robbery.
And before you blather about it being "harsh", people have received life-changing injuries and even been killed when struck & dragged by motorcycles.
As for the Thais, since tourism is a main source of their revenues, they don't really want to get a reputation for violent crime. They want happy, sunburnt tourists willing to be overcharged for their visit.
