I have seen reports of a certain group of people who attended high school that all failed to pass reading tests.   

 

I have also see reports that people who have enrolled into college, are required to take remedial reading classes, I think (going on memory) may be given at a 6th grade level.  This is a four year college course taken during the first year (I think, going on memory here too).
