True in a sense in the U.S. prior to 9/11 they left security up to the airline which majority were contracted out to firms that paid minimum wage and had minimum standards.

Preventing another attacked a whole new expensive department was created HomeLand Security which has costed tax payers billions if not trillions. If Musk looked into that department will find massive abuse and waste in spending too. Government everywhere in general can't run anything!
