The vapes and liquids are so numerous that they must be coming into the country by the container load which means Customs checks. Whilst I appreciate it is impossible to physically examine the contents of every incoming container, X-Ray scanning should detect more. Being a cynic, I suspect many are being cleared for entry by officials who have received additonal 'paperwork' from the importer.
