How about taking some responsibility?

Sim card registration with your passport was supposedly insisted upon years ago. If you didn't do it you should be aware of it and unless hiding under a rock should be aware of the recent changes - unless you think you are going to remain "under the radar"........

i did mine years ago but still the bank should confirm to people either way if an issue

I seriously doubt it as I don't have a SIM in my name.  The SIMs we have for our phones from True are in my wife's name, not mine. That has to do with the fact they are somehow linked and my SIM only costs like 100 THB/mo.  No idea how the program works.  I bank with two different banks but only use SCB online after they ditched their web-base portal.  They haven't said anything about my SIM to date.  As of yesterday, everything is working fine.  If that changes, I guess I'll get a SIM in my name.  I'm not particularly worried about it.  If something breaks we'll make at trip to Big C and visit True and SCB to get it sorted out.  I'd just shut up and let the wife do the talking.  She's pretty assertive for a Thai gal.

If your SIM is registered in your wife's name, that's acceptable as per the rules UOB sent me. We went to the bank with my passport, marriage certificate, wife's ID & AIS bill and we signed some forms before April 25th. I opened accts with SCB & Bangkok Bank last year, and they must have made us sign the forms then because we never received any notices from them.

I think I'm going to remain under the radar!

I've had my bank accounts of a long time.  Wife has had those SIMs for a long time.  Like I said, I'll fix the problem in short order if it comes up.  Until then - we'll sail along as usual.

So you'll be just fine.  The whole subject is about mobile banking.

Kbank told me it wouldn't help if I wouldn't do mobile banking:

They still need a phone number to send me OTP whenever necessary - and this phone number has to have the same registration as my bank account.

It would appear from the very brief video included with the OP that the government and banks are only planning to go after foreigners with gleeful zeal and gusto on this particular issue. On the other hand, Thai nationals will, presumably, still be cheerfully permitted by the powers-that-be  to have their bank accounts linked in complete impunity to SIM cards registered in the name of any Tom, Dick or Harry they might choose.

For what would they have to send you an OTP if you don't do mobile banking?

Unfortunately I've got no choice to resort to mobile banking since SCB abolished their online banking service. I tried to get along without it. Hopefully the whole process won't be too painful.

Just thinking through the steps now:

1. Order new sim (arrives tomorrow)

2. Download AIS app

3. Register sim (by app)

4. Download SCB app

5. Update phone no. at bank

Have I missed anything? 🤔

Kbank: if you use their web banking (on a PC) (they call it K Biz) they will send you an OTP for every single transaction.

Bangkok Bank doesn't do that, but they will send you an OTP in a variety of situations (eg if you want to add a new payee to the payees' list)

Would have been better if the banks messaged everyone to confirm either way

Actually Bangkok Bank did message users of its I-Banking service about this requirement back on 3 April - which, I will confess, I only picked up yesterday!

EDIT: Sorry about the small size of the attachment, but I don't know how to make it any bigger.

I managed to get my SIM card identity-verified following a trip to my local AIS shop this morning (which proved a much smoother process than I had been fearing). However, one question to which you may have the answer given your comment above is "Will we need to go through this palaver again each time after we've renewed our passports?". After taking a snapshot of my passport page, the AIS staffer then appeared to extract info from it for their system, including, in all likelihood, the passport's expiry date.

It can be done via the app for prepaid customers at least.
