Maybe not. Unable to confirm this with Internet search. Just one email from a lacky in Manila. Maybe it's not official. The usual advice is that if you haven't got the form, download the blank, fill it in, and mail to Wilkes-Barre. Not much effort just in case.

If SS can't process forms, then it makes sense that mailing them in isn't going to work, and zzzzz's email from Manila is probably right that benefits won't be suspended in any case next February. Your post is somewhat confusing.  Have you received your payment or not...that is, you have logged into your Thai bank acct to see if they arrived?    OR, are you just talking about not receiving a SMS notice of funds arrival although the funds did actually arrive? 

 

If your IDD payment is going to Bangkok Bank branch in Thailand you will not get a SMS that funds have arrived from Bangkok Bank unless you are signed up for their "paid" SMS service that notifies you of each and every banking transaction....the paid service costs around Bt20/month.

 

Since the "final transfer leg of an IDD payment is via BAHTNET" it's seen as a domestic transfer (i.e., intra-Thailand) if you are signed up for the "free" SMS service you will not receive SMS notice of IDD funds arriving....a person use to but that stopped a while back...a year or so....it stopped for my wife....she use to get the free SMS notice but no more; however, the funds are posting to her account no problem.

 

Now if a person is using the ACH routing via Bangkok Bank NY you will get a SMS notice if only signed-up for the free SMS service since the final leg of the transfer is "not" via BAHTNET.

I do not work for FBU and do not work for SSA.GOV my purpose like all you here was to retire in peace and collect my FICA paid SSA approved pension. The only single mistake I made was to apply starting 18 years ago under the order of FBU Robert Jocson. Same as all you I ran around like a monkey stamping and phone calls and postage at the USA Embassy ordered to verify all  from inspector XYZ at Manila FBU.

After each Embassy delivery and then waiting six months or a year my enquiry was mailed from the TWO  USA Embassy as yes it was mailed and was delivered to persons named Gomez and Jocson and Cuevaz and Baltimore and Gabriel etc etc etc.   

 

Over the 18 years Manila FBU was recorded with contradictory advice and demands of original documents from USA Supreme Court and other Official Government agency that takes a MAGICIAN and a lot of money and time to order by mail and to deliver by mail from

ASIA and then postage return from ORIGINAL USA stamped and verified Government official sources. 

 

What was these original  papers demanded for? Why they was not included in a simple instruction manual step by step? Why FBU sloopy scattered intermittently asked same stupid questions like my marriage and divorce and my USA bank records and my USA house address and my passport USA citizen identity over and over again every six months by 17 agents for a simple basic SSA.GOV pension. 

 

I was USA approved 18 years ago submitted with a IRS 1099 statement and application for a SSA replacement card from Mission Viejo SSA California that was never delivered by FBU Manila screw ups and delays.

 

I continued travel asking USA Embassy to help me. The Embassy did help and gave me SSA forms and after several attempts delivered using diplomatic coded mail to Manila FBU. 17 Manila agents Cuevaz and then later Gomez informed me they never got the Embassy mail. Form SSA-7162 / SSA-7161 (Report to the United States Social Security Administration)

 

Form SSA-7162 is sent from Wilkes-Barre, PA and must be completed by all beneficiaries according to the schedule below. If a beneficiary has a representative payee, Form SSA-7161 will be sent to the representative payee for completion.

 

·       Beneficiaries with addresses in Australia, Hong Kong, Japan, New Zealand, and APO/FPO/DPO receive the form every two years.

·       Beneficiaries in countries not mentioned above receive the form every year.

 

The form is mailed to beneficiaries in May and a follow-up letter is mailed in September. If the completed form is not received by the end of the year, benefits are suspended beginning with the February payment of the following year.

 

To avoid the suspension of your benefits, please complete the form as soon as you receive it and mail it back using the enclosed business reply envelope. Do not submit the completed form to the Federal Benefits Unit in Manila or to a U.S. Embassy/Consulate.

I haven't read that anywhere. It would make sense that the government would waive the form this time, but nothing this government does makes sense, so who knows. Expect the worst under this totally inept administration.
