The raid, led by the Chon Buri Immigration Bureau, Mueang Pattaya Police, and Pattaya Administrative Office, took place at 12.30 am on June 17. Located in the luxury apartment block known as Holiday, in Soi Paniad Chang, the eight-storey building housed illegal activities across its floors. The ground floor functioned as a 24-hour reception with Thai nationals as staff. The second floor operated as an illegal casino, where 20 foreigners were arrested, including 16 Chinese, three Vietnamese, and one Singaporean. Police seized gambling chips worth over 1 million baht, 10 decks of cards, and various other gambling paraphernalia. Accommodation spanned floors three to seven, including a luxury karaoke bar primarily serving Chinese clients, which also provided illegal sexual services. Here, 24 foreigners were arrested: 16 Chinese, two Singaporeans, one Cambodian, and five Burmese nationals. The top floor housed a call centre scam operation. Six Chinese nationals were apprehended for sending ransomware to Chinese victims, encrypting data, and demanding ransoms. Police confiscated nine laptops and 15 mobile phones. Gamblers face charges under Section 4 of the Gambling Act, with penalties up to three years’ imprisonment or fines of up to 5,000 baht. Foreign workers were charged with violating the Immigration Act and the Act on the Management of Foreign Workers’ Employment. The call centre operators may face up to seven years in prison and a 140,000 baht fine under Section 209 of the Criminal Law for criminal group activities. The raid followed insights from previous Chinese suspects and a shooting victim in the area, leading to further investigations. Maybe they did and turned a blind eye. It takes a lot to set up such a big operation and take control over a whole building. Not something that is easily done under the radar.
