This system is popular in Germany. In the UK the government is considering allowing tenants to fit portable solar panels on rooftops and balconies of rented properties:

No news on it's approval for use in Thailand but I'm sure that won't stop someone buying it from alibaba.com to try it.

There are more than one million Balcony Systems installed meanwhile in Germany.

Not really new though, I've had them for 3 years and so has @Crossy.

They do tend to overheat, not sure that one in the video will last.

This one in my picture will take 1000w of panels at up to 60v (2k5bht) but it has problems.

1. Overheats without the case fan.

2. Locks up 1-2x a month and needs disconnecting from the panels to restart.

 

Connected to 1x 580w (2kbht on voucher days) panel generates 35w at 7:30am rising to 430w at mid-day.

Conceptually, I like them.  But I think the devil will be in the details, especially if a bunch of them blow off the roofs and balconies because of the DIY nature and being sold to Rubes who don't know which is the business end of a screwdriver.  Or if they start bursting into flames for similar reasons, with the DIY's being unfamiliar with E=IR.  Not to mention vendors taking cost out of the product until they barely pass muster, heating up to the max.
