I have seen Chinese made metal working machines, sold as a hobby machine, from mainland China. Some of those lathes could only turn a diameter to about .003 inches of accuracy.   

 

Then there are the lathes they make that can turn to an accuracy of .0001 inch.     Those lathes are not cheap.
