With the issuance of Decision No. 30/2025/QĐ-TTg, the government seeks to consolidate the efforts of various ministries to prevent activities deemed a threat to national security or connected to terrorism. Taking effect on 15 October 2025, this regulation introduces a structured framework designed to enhance cooperation across multiple governmental agencies. The focus is on six crucial areas: information sharing, public communication, legal compliance monitoring, inspection and verification, financial asset control, and international collaboration. The ultimate goal is to stifle financial streams that fund activities undermining the country's stability. Key players in this initiative are the Ministry of Public Security and the Ministry of National Defence. These ministries have the responsibility to frequently, and when required, exchange crucial intelligence pertaining to potential threats. They will also issue alerts regarding foreign entities' methods and tactics used to support domestic dissidents. Timeliness is fundamental in the fight against security threats. When any ministry or agency requires information related to national security or terrorism, responses must be delivered within ten days. This quick turnaround ensures that legal procedures are observed and that investigations proceed without unnecessary delays. This prompt exchange is vital for identifying and rectifying legal loopholes that foreign organisations might exploit. Financial oversight will be strengthened, and any detected weaknesses will help refine existing policies and legislation. The decision outlines detailed measures for financial institutions and governmental bodies to control money flow related to national security threats. Specialised agencies focused on national security and counter-terrorism are poised to guide financial institutions, businesses, and individuals. Their role is pivotal in enforcing obligations related to delaying transactions, freezing accounts, and seizing assets. The State Bank of Vietnam serves as a central hub in this framework. It will share relevant data from its extensive anti-money laundering database with the Ministry of Public Security and the Ministry of National Defence. Any suspicious transaction reports must be promptly communicated, maintaining a crucial line of defence against money laundering and financial irregularities. The integration of banking operations, foreign exchange management, and monetary policy supervision with national security efforts marks a comprehensive approach. Immediate action is required upon detecting anomalies, ensuring that foreign funding does not fuel illicit activities. The Ministry of Finance plays a complementary role, tasked with monitoring newer financial domains such as securities, digital assets, and cryptocurrencies. When irregular patterns in these transactions arise, they must be reported within ten days. Furthermore, any unusual movement of cash, precious metals, or gemstones crossing international boundaries must be promptly addressed. Institutions involved in financial reporting are instructed to maintain transparency and readiness, providing necessary records concerning transaction delays, account freezes, and asset seizures in line with anti-terrorism and anti-money laundering laws. The Ministry of Science and Technology's involvement extends the regulation's reach into the realms of telecommunications and postal services. Immediate attention is required when foreign entities utilise these services to funnel funds to domestic actors. This ensures that no channel remains unchecked in the regulatory crackdown. Realising the importance of public engagement, the regulation underscores an extensive communication campaign to inform citizens about the risks and responsibilities associated with terrorist financing. The Ministries of Public Security and National Defence will spearhead these initiatives, educating the public on criminal tactics, prevention methods, and legal obligations. Collaborating with the Ministry of Culture, Sports and Tourism, the government aims to utilise all media platforms to ensure widespread dissemination of critical information. Major outlets such as Việt Nam Television, the Voice of Việt Nam, and the Vietnam News Agency will enhance their coverage on anti-terrorist financing efforts, leaving no stone unturned in spreading awareness. In an increasingly interconnected world, the significance of international collaboration cannot be overstated. Vietnam's regulation calls for bolstering ties with global partners to ensure comprehensive and coordinated responses to terrorist financing.
