Two Taiwanese Men Arrested in Vietnam for Sex Work Ring

Ho Chi Minh City police have detained two Taiwanese nationals, Chen Ci Fu and Chen Hung Kai, for allegedly orchestrating a sex work operation involving local women at a KTV restaurant. The arrests occurred following a crackdown by the Criminal Investigation Division on Tuesday. Chen Ci Fu, also under suspicion for trafficking banned goods, reportedly instructed seven women at his restaurant to engage in sex exclusively with foreign clients for fees ranging from VND5–8 million (US$190-300).

 

The investigation stemmed from police surveillance in the Him Lam Residential Area, Tan Hung Ward, where KTV Richy was located. Law enforcement detected illegal activities, including prostitution and the sale of nitrous oxide (laughing gas). Undercover officers raided nearby lodgings, catching several women involved in these transactions. The attendants informed police that they were directed by the restaurant owner to serve only foreign customers, explicitly excluding Vietnamese clients.

 

Alongside the arrests, authorities discovered 756 canisters of nitrous oxide at the restaurant, along with accompanying equipment such as pumps and balloons. According to official records, Chen Ci Fu and a Vietnamese general manager had been involved in the procurement and sale of the gas, amassing substantial profits. The operation continues to be scrutinized as investigators gather more evidence relating to both the sex work and the alleged trafficking.

 

Looking ahead, local law enforcement is intensifying efforts to dismantle prostitution and related illegal activities within the area. The ongoing investigation is expected to target additional individuals and entities connected to the operation. Authorities anticipate further developments as they seek to uphold legal standards and deter similar crimes in the region.
