Over 17,000 Women in HCM City Receive Birth Incentives

More than 17,000 women in Ho Chi Minh City have received financial assistance as part of resolutions aimed at boosting birth rates. Women with two children before age 35 are eligible for cash payouts of VNĐ3 million ($113 USD) and VNĐ5 million ($200), as outlined in Resolutions 40/2024 and 32/2025, respectively. This initiative comes amid concerns about the city's low fertility rates and ageing population.

 

Phạm Chánh Trung, Director of the municipal Population Department, emphasized the urgency at the launch of a communication campaign on September 25, 2025. Ho Chi Minh City is experiencing a low fertility rate, averaging 1.43 children per woman, as it navigates economic expansion and urbanization. The city, once known for its youthful demographic, now faces challenges with 1.47 million elderly residents, representing 10.49% of the population.

 

Experts warn that low fertility, alongside an ageing population, could strain the city's social security and labor force in the future. In response, the city has adopted pro-natalist policies, recognizing organizations and individuals contributing to population work. The resolutions offering cash aid are part of a broader strategy to address these demographic shifts.

 

A communication campaign launched by the municipal health sector targets low-fertility areas, running from September 15 to October 30, 2025. The campaign aims to educate over 90% of young men and women about the benefits of premarital health checks. It also provides comprehensive services, including prenatal disease screening and elderly health check-ups, across 168 wards and communes.
