Vietnam Convicts 16 in Major Gold Bar Corruption Scandal

A court in Vietnam sentenced 16 individuals from the state-run Saigon Jewelry Company (SJC) to prison for corruption involving millions of dollars and hundreds of kilograms of gold bullion. The former CEO, Le Thuy Hang, was found guilty of embezzling $2.7 million and incurring a $4 million loss for the state. Hang received a 25-year prison sentence, while her 15 accomplices received sentences ranging from two years, suspended, to over 22 years.

 

SJC has held a monopoly on gold bullion production in Vietnam since 2012. However, the State Bank of Vietnam announced in August a shift in policy, allowing qualified banks and enterprises to produce gold bars from October 10, ending the exclusive state production system. Hang's fraudulent activities took place between 2021 and 2024, where she manipulated loss rates and documented falsified records to embezzle approximately 3.6 kilograms of gold.

 

Hang directed schemes involving the creation of fake documents to legalize surplus gold, which was then sold for personal gain. She also managed the illegal production and sale of 235 kilograms of gold bars and numerous gold rings. Additionally, Hang organized the smuggling of about 34 kilograms of gold using a fake customer list.

 

The reaction to the convictions highlights a significant corruption issue within Vietnam's gold processing sector. The accused must repay a total of 640 kilograms of gold back to the state. The revelation of the corruption case places further scrutiny on the integrity of state-controlled enterprises in Vietnam.

 

Looking forward, with the new policy allowing broader production of gold bars, there is potential for greater competition and transparency in the industry. This change aims to prevent monopolistic control and possibly reduce the risk of similar corruption cases in the future, assuring Vietnamese families and businesses who rely on gold for savings.
