Outdoor workers in Hà Nội are struggling with harsh weather, including intense heat, sudden storms, and heavy smog, as revealed in a recent study by the Centre for Community and Environmental Development (ECUE) and the 'For a Livable Hà Nội Network,' in partnership with the UNDP in Việt Nam. The study emphasizes the urgent need for a sustainable support system incorporating government, business, and community efforts, along with enhanced social protection and climate adaptation measures.

 

The research falls under the initiative “Promoting social inclusion and climate change adaptation in Hà Nội,” funded by Australia’s Department of Foreign Affairs and Trade (DFAT) via UNDP’s Việt Nam PAPI Programme. It surveyed over 300 outdoor workers, identifying two main risk types: cumulative risks from prolonged exposure to environmental hazards and event-based risks from sudden weather events like storms and floods. These risks exacerbate each other, leading to increased vulnerability among workers.

 

Heatwaves and rain were found to be the most detrimental weather patterns, affecting health, work, and daily activities of outdoor workers. Adaptation methods by individuals, such as altering work hours and using makeshift protective gear, are insufficient and temporary. The study highlights varying impacts on different occupational groups, calling for tailored interventions for street vendors, delivery drivers, and construction workers.

 

Đỗ Thị Hồng, a scrap collector, described the severe conditions endured, including the exhausting heat and disruption from rain. Meanwhile, Nguyễn Thảo Đan, a visually impaired street singer, spoke about the challenges weather poses to her music group’s outdoor performances, emphasizing the need for more public shelters.

 

The study suggests various strategies to mitigate the effects of extreme weather, including enhancing urban infrastructure with more green spaces, and ensuring social-protection policies are inclusive. Lê Quang Bình, Director of the ECUE, stressed the importance of government support reaching these vulnerable groups. He advocated for improved urban infrastructure and increased community awareness about the contributions and challenges of outdoor workers, in line with the principle of 'Leaving no one behind.'
