Myanmar’s military leader Min Aung Hlaing has appointed his former aide-de-camp, Colonel Sein Maung Lin, to head the Directorate of Anti-Terrorism — a move analysts say underscores the junta chief’s growing reliance on personal loyalty over professional credentials.

 

The appointment, confirmed this week, places Sein Maung Lin in charge of a key unit tasked with protecting senior military figures and coordinating operations with intelligence and frontline forces. The directorate operates under the Commander-in-Chief’s office and maintains a strong presence in Naypyitaw and Mandalay, the junta’s strategic hubs.

 

Sein Maung Lin, a graduate of the Officer Training School’s 28th intake, only became Min Aung Hlaing’s aide earlier this year. His rapid rise follows the recent promotion of another close associate, Lieutenant General Moe Myint Swe, to head the Directorate of Defense Industries — a powerful post overseeing the military’s weapons production.

 

Observers say these appointments reflect a clear shift in the junta’s internal dynamics. Traditionally, top military roles were reserved for graduates of the elite Defense Services Academy. But recent promotions suggest Min Aung Hlaing is favouring protégés from the Officer Training School, particularly those with personal ties to him.

 

The trend has raised concerns among analysts, who argue that the junta’s leadership is becoming increasingly insular at a time when its forces are under pressure from a nationwide armed uprising. Large swathes of territory have slipped from military control, and critics warn that prioritising loyalty over expertise could further weaken the regime’s grip.

 

Sein Maung Lin’s new role places him at the heart of the junta’s security apparatus, with direct responsibility for safeguarding its top brass and coordinating counter-insurgency efforts. His appointment is seen as part of a broader strategy to consolidate power within a trusted inner circle, as Min Aung Hlaing faces mounting challenges both on the battlefield and within the ranks.
