A target for who?

At the moment they're not an important target for either China or North Korea. Put a US base anywhere in Thailand and both China & North Korea have the capability to launch an atomic missile at that base.

It is a lease and it is not military

      You dont think that every capital/Government seat of every country in SE Asia is not a target now???

absolutely not, as most already have an affiliation with China of some sort already, BUT they would not be targets for American missiles as there are no Chinese military bases in those countries (Thailand, Laos, Myanmar, Vietnam, Cambodia, Malaysia & Indonesia). Put a US base in them, and regardless of any affiliation with China, those US bases would be automatic targets by China & North Korea should  WWIII  break out. If you can't see that, then you're beyond understanding how in the event of war having an American military base is a big negative. American bases will be the first targets of China & North Korea. At the moment the first targets for China would be Guam & The Philippines, followed by South Korea & Japan. Why because they have US military bases or personnel stationed there.
