Ho Chi Minh City plans to offer household subsidies of up to VND20 million (US$800) to exchange gasoline motorbikes for electric ones. This initiative is part of the city's strategy to reduce pollution and enforce low-emission zones starting in 2026. The plan, presented on October 7, involves a transition to stricter vehicle emission controls and aims to designate central districts as low-emission zones, restricting non-compliant vehicles.

 

The initiative targets several key areas, including Districts 1, 3, 5, 6, 8, 10, 11, Binh Thanh, Tan Binh, Tan Phu, Phu Nhuan, Can Gio District, and Con Dao Island. These zones collectively house 3.2 million residents and experience 9.2 million daily trips, where fine dust levels frequently surpass safe limits. The program will begin mandating emission checks for all motorbikes in 2027, applying new rules to eliminate older, non-compliant models.

 

Subsidies will vary based on economic status, offering 10% aid (up to VND5 million) for regular families, 80% (up to VND16 million) for near-poor households, and full coverage (up to VND20 million) for poor households. Additional incentives include a 50% reduction in registration and license fees and interest support for loans. Transport businesses stand to gain from exemptions and reduced fees, while bus operators may access favorable loans.

 

Infrastructure enhancements will support the shift, with plans for 72 new routes featuring over 1,100 electric buses, extensive public bicycle networks, and thousands of charging stations. The transition's legal and preparatory phase in 2025–2026 will require an investment of VND733 billion, while the complete rollout from 2026 to 2030 is budgeted over VND7.3 trillion.

 

The city, now merged with Binh Duong and Ba Ria–Vung Tau, hosts more than 14 million residents and 13 million vehicles. Road transport contributes to 88% of the city's fine dust emissions, leading to significant economic losses, reported to cost around VND3 trillion annually, as noted by the municipal Department of Construction.
