Prachinburi Local Authority Halts Unauthorised Chinese Factory

The Nontharee Subdistrict Administrative Organisation (SAO) in Kabin Buri district, Prachinburi province, on 10 October 2025 ordered the suspension of construction at a Chinese-invested factory site. Officials placed large notices stating the work had been carried out without proper authorisation. The decision aims to ensure compliance with Thai building regulations.

 

The site in question is in Nontharee subdistrict and involves the construction of approximately 15 prefabricated concrete steel buildings. These are intended for use as housing or offices, with additional concrete roadways, drainage systems, and piling works. The total project includes a concrete driveway approximately 6 metres wide and 100 metres long, drainage pipes, and 20 large concrete piles, none of which had formal approval from local authorities.

Previously, the company had obtained permission to build one factory, but had since expanded construction into adjoining areas without applying for the necessary permits. Nontharee SAO officials discovered the unauthorised activity during an inspection and confirmed that no formal construction request or A.1 application had been submitted for the additional works. Construction was already around 10% complete at the time of inspection.

 

Mr Thiao Panchamnarn, head of Nontharee SAO, stated that as the local administrator and land authority, he has a duty to enforce regulations. He ordered the halt of construction until the company submits the proper authorisation. “Everything has been done arbitrarily. I must suspend the work to ensure it complies with building regulations and legal standards,” he said. The suspension signs, in large vinyl format, were placed directly on the construction site to notify workers and the public.

 

This case highlights tensions between local authority oversight and foreign investment compliance, with the SAO affirming its commitment to upholding planning laws. The matter remains under review pending formal applications by the company to regularise the work.
