Ho Chi Minh City has been actively implementing initiatives to foster green growth, targeting renewable energy, circular economy, and improved waste management. Aimed at reducing greenhouse gas emissions by 10% by 2030 and aligning with Vietnam's net-zero target by 2050, the city’s efforts include promoting green production models, facilitating access to green credit for small and medium enterprises, and advancing waste sorting policies. Among the prominent policies is Decision No 1055/QĐ-UBND (2021), focusing on reducing environmental pollution from industrial activities by 2030.

These policies are integral to HCM City's growth strategy, underpinning a vision of a clean, sustainable city that attracts tourists and investors. The city further strengthened this strategy with Decision No 4589/QĐ-UBND in 2022, which emphasizes sustainable development, green building criteria, and eco-friendly lifestyle promotion. Additionally, Resolution No 98/2023/QH15 has empowered financial strategies, such as carbon credit exchanges and solar panel installations on government buildings, to curb emissions.

The city's transition to a green economy is bolstered by investments in innovation, biotechnology, and clean energy, alongside fiscal incentives for sustainable startups. This includes high-value projects and infrastructure improvements like electric buses and the Metro Line No 1. The establishment of an advisory group in June 2025 signals a continued commitment to green transformation within newly merged regions such as Bình Dương and Bà Rịa–Vũng Tàu. This group is tasked with developing strategies and fostering international collaborations for green growth.

Key Takeaways

  • HCM City aims to cut greenhouse gases by 10% by 2030.
  • Policies focus on renewable energy, green credits, and eco-friendly transport.
  • Ongoing efforts involve international cooperation and strategic development.
