My neighbor wants to send some money to a lady friend in Laos.

What is the best way to do it?

I suggested Wise but he said that Laos does not come up on his list of country's that are serviced by Wise.

If by sending money you mean sending on bank account in laotian bank - try Remitly. I just checked and see Laos on the list of countries that Remitly can send transfers to. I'm using it for almost 2 years to make quick transfers to Thailand. I combined Remitly with my Revolut account and everything always go smooth, transfer on thai account within 1-2min, reasonable fees and exchange rates.

In past years I have used western union to wire money to Thailand and the Philippines.  No particular bank involved.  The person receiving the funds just goes to a Western Union place.  Laos is selectable on the western union website

I have used Western Union to send to Laos on several occasions.  Either sending GBP or THB.  Only cash pickup is available but it works fine, good rates, low fees and instant transfers.
