Just marketing, as sites that don't include the 17 or 18% (VAT, SC or local tax), think the fare looks better, and does catch some ignorant people off guard.  Not that hard to read the 'not so fine print' is it ?

 

Booking.com doesn't both.   Agoda omits the VAT & SC till final payment.  Accor also omits till actually reserved page.

 

Simply enough to just add 20% in your head to any 'room rate'.   Best to always ask total price before hand, then no surprises.

not adding sc and vat booking.com seems to be better than agoda

That's down to your settings on Agoda and easily changed.

you learn something new every day, but should be set to total price by default, lost a lot of business from me over the years due to this
