No need, as the OP clearly stated, the driver waited at the scene for authorities, he didn't do a runner and his reistration number is not a mystery.

In the US he could be charged with assault with a deadly weapon and attempted murder, although it would be hard to get a conviction on the attempted murder charge. I have no idea how Thai criminal law works, other than that envelope thingy

From the look of it in the video he was likely Thai. After downing half a bottle of Hong Thong no doubt.

I went to my visa agent yesterday to do my 90 day report. I had a 5-6 minutes walk back to the SB market. On the way there I counted at least 6 food vendors selling food from converted motor bikes and they were blocking 30% of the road forcing cars to go over the double lines and pass on the wrong side of the road. Their were several near misses and this was 10.30 in the morning.

If somebody got dead.... the charge in Thailand would be  reckless driving causing death so would the charge be attempted reckless driving causing death ?

Too many Mentally unstable people in that city

The lack of deterrence here is a big issue for Thai society, the lazy police very rarely want to get involved unless there's some money to be made, and the courts are incredibly lenient and the judges seem to be quite corrupt.

 

When driving this recklessly the vehicle should be permanently surrendered along with huge fines. Behavior would change overnight, and the word would spread like wildfire.
