DPWH Faces Trust Hurdle in Budget Restoration Bid

The Department of Public Works and Highways (DPWH) Secretary Vince Dizon addressed the Bicameral Conference Committee on the 2026 national budget, requesting the restoration of deductions made to the department's proposed projects. These cuts were due to reductions in the Construction Materials Price Data (CMPD), and Dizon recognized the public's lack of trust in the DPWH. This situation arose as the department expressed concern over "project unimplementability," potentially impacting the economy if the reductions remain.

Dizon pointed out that the DPWH's trust deficit is well understood by both him and the President, but emphasized the necessity of executing projects accurately. The DPWH has requested permission to implement project cost changes using the updated CMPD to prevent potential underspending and related issues. The agency had earlier communicated its budget concerns via social media during the first day of the budget hearings.

To allay concerns, Dizon issued a department order mandating strict adherence to implementation guidelines across all regional directors and district engineers, warning of penalties for non-compliance. This measure aims to ensure proper procurement and implementation of projects, with oversight functions available to Congress. The President's newly launched DPWH transparency portal will allow for live streaming and public scrutiny of bids, enabling verification of cost reductions.

Looking forward, Dizon reassured that no procurement steps would proceed without approval under the new guidelines. The department is committed to transparency, with Congress encouraged to monitor operations to verify the reductions in project costs. Dizon's firm stance shows his dedication to rebuilding trust and ensuring the economic viability of DPWH projects, reported Manila Bulletin.

Key Takeaways

  • DPWH seeks restoration of budget cuts, citing economic concerns.
