The Hanoi People's Court has scheduled the trial of 55 defendants in a bribery case linked to the Food Safety Authority (VFA) under Vietnam's Ministry of Health, beginning January 5. The court proceedings are expected to unfold over ten days, focusing on serious allegations against former VFA directors Nguyen Thanh Phong and Tran Viet Nga and their deputies for receiving bribes. Additionally, 21 people from businesses and service providers are charged with offering bribes.

 

The VFA, tasked with food safety management, allegedly saw its officials abusing their authority from 2018 to 2025 to solicit bribes for permits and approvals. The scheme involved demands for unofficial payments from enterprises for quicker processing of applications, implicating well-known industry figures. Prosecutors highlighted that Phong permitted illicit payments of VND5 million to VND10 million per dossier, which were shared with subordinates.

 

Nga's role, from deputy director (2018-2024) to director until her arrest, involved charging at least VND2 million per dossier for certificate approvals. Investigators report that from 2020 to 2023, Nguyen Nang Manh, CEO of MediPhar and MediUSA, allegedly paid over VND1 billion to secure preferential treatment, including VND330 million to Phong. The Supreme People’s Procuracy claims the scheme resulted in over VND107 billion ($4 million) in bribes.

 

Phong is accused of personally amassing VND43.9 billion, while Nga supposedly acquired VND8 billion. Their deputies, Long and Tuan, allegedly received VND8.6 billion and VND4.3 billion respectively. In total, prosecutors charged business defendants with offering VND77.4 billion in bribes, with an additional VND27.5 billion under investigation.

 

Looking ahead, the court's findings and verdicts will be crucial for the accused officials and may affect Vietnam's regulatory practices. The separate prosecution of Manh by the Ministry of Public Security for related but separate offenses, including counterfeit production, signals the complexity and breadth of the investigation. Outcomes will influence future governance and corporate interactions in Vietnam's health sector, reported VN Express.
