Vietnam has witnessed over 24,000 online fraud cases since 2020, resulting in losses of nearly VND40 trillion (US$1.5 billion), according to police reports. Senior Colonel Nguyen Thanh Ha from the criminal police department highlighted the rising sophistication of these scams, including the use of artificial intelligence and fake social media accounts. These frauds are specifically designed to manipulate victims' psychology and trick them into revealing sensitive personal information.

The increase in online fraud parallels global trends, with Vietnam becoming an attractive target for scammers due to its growing digital landscape. Common tactics include impersonating authorities, using fake offices and scenes involving supposed police interactions. Criminals also leverage roles like medical staff, soldiers, or telecom officials to deceive victims. Job scams draw people in with offers of "light work, high pay," leading to upfront fee payments or forced labor in scam centers. Other techniques involve fake investment platforms, romance scams, and sophisticated identity mimicry using AI.

Experts warn that inadequate legal frameworks and weak governance in some regional countries have allowed "scam centers" to thrive, impacting Vietnam. Perpetrators exploit opportunities through personal data carelessness and the willingness of victims to trust false promises and imposters. Senior figures, including Pham Gia Bao of the anti-money laundering department, stress avoiding suspicious online interactions and emphasize the importance of legal reforms in finance and telecommunications.

The government is urged to enhance regulatory measures and adopt high-tech monitoring strategies to counter online fraud. Cracking down on unregistered SIM cards is seen as critical in combating these crimes. Additionally, the Vietnam Telecommunications Authority has directed telecom operators to ensure accurate subscriber information aligns with the national database. Despite efforts, publicly unaware practices, such as the improper use and transfer of SIM cards, remain challenges.

Looking ahead, Vietnam aims to bolster its defenses against online fraud. Authorities highlight the need for greater awareness and technological integration to protect citizens.
