From what I saw, it happened like this (trying to not mind-read the principals)

1. Good stopped her car in the middle of the road, perpendicular to traffic, blocking the ICE agents' vehicles. This is a criminal act.

2. An agent approached her car. She stopped and rolled down her window. She knew he was an agent, not a random hood wearing stranger

3. They talked. The agent was leaning on her door frame

4. She started to reverse, startling the agent

5. Meanwhile another agent had moved in front of the car

6. She started forward, spinning the wheels. Don't know if she even saw the agent in front

7. The agent in front fired 3 times. One round at least through the windscreen

Other than that, it is all speculation
