Vietnam's ruling Communist Party has convened to elect new leaders and outline economic targets for the fast-growing nation. The congress, a major event that occurs every five years, determines the highest-level decisions, including economic policies and party leadership selections. Current General Secretary To Lam is anticipated to retain his position, continuing his reformist agenda.

This gathering comes as Vietnam grapples with challenges despite being Southeast Asia's fastest-growing economy. Corruption scandals toppled the last two presidents, while U.S. tariffs implemented by Donald Trump pose additional threats. Tariffs on Vietnamese goods are now 20%, although exports to the U.S. increased by 28%, marking a record high.

Vietnam aims to emulate China's rapid economic growth, maintaining over 6% growth rates for decades. The government has set an ambitious 2026 target to achieve a 10% growth rate. Policy continuity and political stability attract foreign investment, but Trump's tariff policies create uncertainties. Experts believe meeting the set economic targets is critical to maintaining the Communist Party's legitimacy.

Around 1,600 delegates will finalize policy documents and elect the new Central Committee. The election will determine the Politburo, including the general secretary, in a controlled, non-competitive process that involves no public electoral role. The leadership will be announced on January 25th, with To Lam, expected as general secretary, delivering the closing address.

To Lam, an influential figure in Vietnamese politics, assumed office in August 2024. Formerly part of the public security ministry, he leads various high-profile roles, including chairing the anti-corruption body. His ambitious vision includes transforming Vietnam into a tech-driven, upper-income economy by 2045 through administrative reforms and private-sector growth.

Although To Lam is likely to be reappointed, forming the new government might take additional time, although this year's timeline has been shortened. Legislative elections taking place on March 15 will precede the new National Assembly's meeting in April to appoint senior leaders. These developments follow reports that To Lam aims to consolidate the roles of general secretary and president for the upcoming term, reported BBC.
