Hanoi Man Fined for Soliciting Tourists with Drug Offers

Hanoi police have fined a local man VND2.5 million (US$95) for soliciting tourists with illegal substance offers in the city’s Old Quarter. The decision was announced by the Drug Crime Investigation Department under the Ministry of Public Security after a viral video showed the suspect offering drugs to visitors, sparking criticism over its negative impact on tourism in the capital.

The incident prompted Major General Ngo Thanh Binh to coordinate with local police for an investigation, as reported by Tien Phong newspaper. Following this, authorities questioned a 54-year-old freelance worker and former taxi driver from Hanoi who was identified in the footage.

During police questioning, the man admitted to engaging tourists using drug-related lingo such as "weed," "coke," and "MDMA" to build trust. Despite this, he claimed his intent was to guide them to massage parlors for commissions, not to sell drugs.

Investigations found no evidence of drug possession or delivery, and the man tested negative for drug use, according to Lao Dong newspaper. Consequently, he was penalized under the Law on Tourism 2017 for "insisting on or forcing tourists to purchase goods or use services."

Authorities have warned local businesses to prevent similar incidents to safeguard the city's tourism sector. Ensuring a positive experience for visitors remains a priority as officials work to maintain Hanoi’s reputation, reported VN Express.
