Cambodia sets $1m investment bar for citizenship

Cambodia has introduced tough new rules for foreigners seeking citizenship, demanding either a $1 million investment in priority sectors or a $3 million donation to the national budget. The move, signed into law by Prime Minister Hun Manet late last year, marks one of the region’s highest thresholds for naturalisation.

Under the sub-decree, applicants must channel at least 4 billion riel ($1m) into approved projects such as agriculture, manufacturing, waste processing, tourism or high-tech industries. The Ministry of Interior will vet applications, with the power to consult other ministries before granting approval. Officials stress that all capital must be “clear and legal” and tied to projects that support Cambodia’s economic priorities.

Alternatively, foreigners may qualify by donating 12 billion riel ($3m) directly to the national budget, earmarked for socio-economic development or humanitarian programmes. Donations must also be legally sourced and processed through the Ministry of Economy and Finance.

The government’s list of eligible sectors is broad, ranging from agro-industry and food processing to innovation, R&D, and affordable housing. Authorities say the policy is designed to attract serious investors while ensuring contributions benefit the wider economy.

The announcement comes against a backdrop of heightened scrutiny over how citizenship has been granted in the past. In December 2025, Chen Zhi, founder of Prince Group, was stripped of his Cambodian nationality before being arrested and deported earlier this month. Foreign Minister Prak Sokhonn later confirmed that Zhi had obtained citizenship illegally, though details were not disclosed.

Observers note that the new thresholds are likely to deter casual applicants and limit naturalisation to wealthy individuals or corporations with long-term commitments.

For Cambodia, the policy signals a tightening of the gates at a time when foreign investment is both sought after and politically sensitive. Whether the million-dollar bar will boost confidence or discourage potential investors remains to be seen, but the message is clear: citizenship now comes with a hefty price tag.
