Vietnam's Health Minister, Đào Hồng Lan, announced the country's strategic shift to a comprehensive, people-centred healthcare system, following the implementation of Politburo's Resolution 72. This resolution aims to address existing challenges within the healthcare sector by focussing on holistic care across an individual's life. The resolution marks a significant change from a treatment-focused system to one emphasizing disease prevention and comprehensive health management.

Resolution 72, issued on September 9, 2025, serves as a directive for enhancing public health standards. It introduces a shift in healthcare practices by prioritising prevention, early detection, and remote healthcare services. To support this initiative, the Government has enacted Resolution 282, outlining a clear action plan and task timelines to ensure efficient implementation.

Initial efforts have shown positive outcomes, as collaboration between different governmental branches and local authorities has been enhanced. Local governments are actively aligning their local policies with the national resolution. Institutional reform and an improved legal framework are highlighted as key areas to remove obstacles and promote effective healthcare delivery. These changes are aimed at integrating public and private sector resources to boost health protection and self-care awareness among citizens.

To facilitate these transformations, a ten-year National Target Programme on healthcare development is being prioritized. The focus is on managing the health insurance fund effectively, aiming for universal coverage. There is also an emphasis on harnessing private healthcare providers to bolster the national health efforts. Training healthcare professionals, particularly in grassroots and preventive services, is considered essential in this shift.

The application of digital technologies such as electronic and digital health records is being promoted to enhance service quality and accessibility. By implementing these strategies, Vietnam aims to ensure comprehensive healthcare for its citizens, from prevention to primary care, ultimately fostering a healthier and more sustainable community.
