Certificate of Residence (aka CoR) changes - extra time needed

Not sure how 'new' this is, but it was to me. Previously, to renew my 5 year car/driving license, a CoR was required (and still is) from Immigration for Land Transport Department to issue the license. At IMM, they still require the TM30 and photocopies of your PP, latest visa and latest arrival stamp and the application form. However, whereas they used to take the 200 baht fee, make you write your address on an envelope, and send you the CoR by post (usually 5 days or less), the time frame is now 2 - 3 weeks to receive it AND they will no longer post it to you in regular mail. You must return to the same place and collect it. They give you a slip of paper with the date you are to return - in my case it was 2 weeks. And in my case, due to my LTR visa, I had to get it at One Bangkok location, not Changwattana.

This obviously has knock-on implications for booking your license renewal online at DLT branches, because the appointment spots easily fill up a month in advance in Bangkok, and the CoR is good for only 30 days from the date you apply for it. That makes it pretty hard to book a date online before the CoR expires. Apparently walk-ins are still possible at some DLT locations, so maybe that's a backup.

Anyway, to get a new CoR at Changwattana, it's now on 3rd floor, Counter B (still Building B). And for anyone with a BOI assisted LTR you go back to same place at One Bangkok (6 floor) - (BTW, I went to Changwattana to apply for my CoR and was told I'd have to go BOI/IMM at One Bangkok. They wouldn't process it there. Spent 5 hours including travel.).

And to think some people complain about having to pay 300 baht and waiting 20-30 minutes to walk out with the required COR...saying it should be free.

This seems to me very much like a retrograde step from the BKK immigration !!! ☹️

Since they've tripled the time it takes to actually get the CoR, the least they could do is make it valid for 60 days, not 30. Alternatively, date it from the date of collection, not application?

They must be using the issue date
