Hà Nội is grappling with severe urban traffic congestion due to the rapid increase in private vehicles and heavy inflows from neighboring regions, affecting the capital's socio-economic progress. The city's population has reached 8.7 million, but transport infrastructure development has not kept up with the demand. Currently, road networks meet slightly over 43% of the planned capacity, while private vehicle growth is between 4-5% annually, with cars alone increasing by more than 11%.

Hà Nội's vehicle count exceeds 9.2 million, with motorcycles constituting over 72%. Traffic congestion intensifies during rush hours, with 27% of daily commutes occurring between 7:30-8:30 am and 5:30-6:30 pm. The influx of approximately 1.45 million daily trips from surrounding provinces further strains the inadequate infrastructure. Đào Việt Long from the Department of Construction noted that congestion costs the city around US$1.2 billion annually, pushing logistics expenses to nearly 17% of GDP.

Public transport faces challenges in gaining users due to poor reliability and connectivity. Buses often take more than twice the time motorcycles do on similar routes, with many riders needing to walk over 500 meters to reach bus stops. Despite over 70% of inner-city trips being under six kilometers—ideal for public transport—motorcycles are favored for convenience. Limited space for new infrastructure has prompted Hà Nội to focus on technology and management reforms.

Planned measures include a unified traffic data system, smart signals, integrated e-ticketing, and a digital platform connecting various transport modes, aiming to shift from private vehicle ownership to on-demand mobility. The city also intends to limit private vehicles in central areas through emissions-based controls and congestion charges, alongside initiatives for public bicycles, shared electric motorbikes, and dedicated bus lanes.

To enable sustained change, the Department of Construction advocates for a unified legal framework for data sharing, significant investment in green mobility, and transit-oriented development models centering urban growth around public transport, reported Vietnam News.
