Government Allocates P5B to Expand Free Public WiFi Access

The Marcos administration has earmarked an additional P5 billion to expand public WiFi hotspots across the Philippines, targeting nationwide access for students in public schools and state universities. This initiative aims to offer “password-free internet access,” particularly benefiting underserved and remote communities. The expansion is expected to enhance online learning and access to essential digital services.

The funding comes under the 2026 General Appropriations Act, as noted by Rep. Christopher Sheen Gonzales, adding to the P7.5 billion already set aside for the Free Public Internet Access Program (FPIAP) in 2025. The implementation of Republic Act 10929, which mandates the installation of free internet access points nationwide, will support the program. Funding is sourced from spectrum user fees collected by the National Telecommunications Commission.

Rep. Gonzales emphasized the importance of this digital expansion for empowering isolated regions with critical resources such as government skills-training platforms and employment services. This move aims to bridge the digital divide and integrate all Filipinos into the digital economy. Enhancements in digital infrastructure in remote areas are considered vital for economic development.

Simultaneously, the Department of Education (DepEd) is enhancing its School-Based Feeding Program. DepEd Secretary Sonny Angara announced a historic move toward universal feeding for all public schools in kindergarten and Grade 1, focusing on strengthening foundational learning. The budget for this initiative has significantly increased, reflecting the government's commitment to early education.

To prevent corruption and increase transparency in education-related contracts, the DepEd has partnered with Open Ownership. This collaboration involves using beneficial ownership data in public procurement to identify stakeholders beyond the visible company representatives. This initiative is part of broader efforts under the New Government Procurement Act to ensure transparency and accountability, reported Philstar.
