Hanoi Proposes Underground Reservoir to Combat Flooding

Hanoi is planning to build a massive underground reservoir with a storage capacity of 125 million cubic meters to mitigate worsening flooding due to heavy rainfall. This ambitious project is part of the city's Capital Master Plan, targeting improved drainage and long-term flood protection. Scheduled for construction between 2036 and 2045, the facility aims to address persistent infrastructure weaknesses, including frequent street flooding.

The proposal is driven by ongoing challenges in managing wastewater, solid waste, and traffic congestion. The master plan includes developing integrated underground public infrastructure, such as parking facilities and transport networks, coupled with significant rainwater storage systems. The inner city's underground development is expected to utilize over 40% of urban construction land.

Plans date back to 2018, when Hanoi Drainage Company suggested rainwater storage tunnels to alleviate flooding at known hotspots. So far, only the Nguyen Khuyen Street reservoir, operational since late 2021, has been completed. This facility, located beneath a secondary school, can store 2,000 cubic meters of water.

Hanoi's unpredictable weather, with intense rainfall from May to October, exacerbates the need for such infrastructure. In 2021 alone, major rain events exceeded average annual totals by 219-695 mm. Recent heavy downpours in 2025 worsened flooding, highlighting the drainage system's limitations.

The city's Department of Construction has pushed for approval of 10 emergency projects worth VND5.6 trillion (US$215.45 million). These efforts aim for significant completion before the 2026 rainy season, ensuring timely flood mitigation, reported VN Express.
