The plane involved in the accident was Jazz Airlines Flight 646 (JZA646), operated by Air Canada’s regional carrier Jazz Airlines. It flew from Montreal, Quebec, and had just landed in New York when it collided with a Port Authority emergency vehicle.

Emergency crews responded quickly to the scene. Port Authority officers in the vehicle sustained serious injuries, with reports indicating four are dead on arrival and others in critical condition.

So quickly in fact they were there before the accident even occurred!

Unfortunately, looking at the front of the plane, there's no way there weren't casualties or at least severe injuries. This had to occur at a high rate of speed, hence at legal taxiing speed limits, the statement this happened during taxiing after landing cannot be true. It probably happened during the landing, where truck was on runway or plane departed runway and hit a truck on the side. It looks wet and that could play a part. Just cannot imagine a scenario where this could happen during taxiing after landing. There's just not enough speed to cause anything near such damage.
